Resumo
The present study aims make a sociological analysis the University for All Program
(PROUNI). It is observed that by instituting PROUNI the government it solved several
problems: the demands of big business of of private education funded by the state, the
occupation of places available at Institutions of Higher Education (IES) by private scholarship
students, and compliance with policies social and public by the government and attempt to
meet the goals of the National Education Plan (PNE). Regarding the methodology of this
work was chosen bibliographic review. It is concluded that there are benefits related to entry
of low-income students in higher education through the program, but the number of vacancies
is not enough to fulfill the purpose PROUNI. The implementation of public policies and
social, by the government, in the area of higher education should occur, but one should not
forget of massive investments in basic education. It is further understood that do not is
sufficient access create only vacancies, but also ensure the permanence, with follow-up
projects of students enrolled as monitoring the IES.
