Planejamento e gestão urbanos na orla fluvial de Santana: aportes para o desenvolvimento local

Abstract

The city of Santana-AP, bathed by the majestic Amazon River, has its genesis marked by this natural element that guided their socio-training and remains guiding invested for the development of the city and the state of Amapá, and commonly identified in political speeches and of common sense as the city that brings great potential for local and regional development, its port waterfront. But that development is this? And whom he will benefit? History recurrent in the Amazon cities, the practice of exploitation of natural resources and areas of strategic position as a trading center in the region, settled in the city of Santana as a synonym for development, however, are specific investments in favor of big capital, carried out without monitoring of an effective planning of the state and even less with the participation of local society. This dissertation deals with the urban planning and management as contributions to local development with a focus on discussion about the implementation of these guidelines in planning instruments and planned management laws, programs and projects of urban intervention specific to the city and its area river waterfront. Thus, the empirical basis of analysis defined for this study was a fraction of the urban river edge of the city - the Central Waterfront, which summarizes the uses and activities present in the dynamics of the entire urban river waterfront of Santana
