Resumo

Port facilities in its most early times were seen only as a place of loading and unloading of goods without any proper structure. Currently this activity is directly and indirectly related to the ports, making it one of the main forms of logistics in the global economy. Increasingly ports has been modernized to meet more accurately and effectively to the embarkation and disembarkation of passengers and small loads. This modernization began from public policies on social, economic and sustainable development that has reflected in the consolidated transport networks fulfilling the role of regional and territorial integration. The regulatory adequacy of waterway terminals in Brazil, initiated by the federal, present enormous challenges including the approval of an infrastructure compatible with the installation area. The current scenario of the waterway terminals in the state of Amapá, in turn requires an adjustment to the norms of the National Agency of Waterway Transportation-ANTAQ. Thus, this work aims to propose the implementation of a Port Facility Small Public Porte - IP4 in Macapá city covering regulatory Law 12,815 / 13 ANTAQ and submit an appropriate architectural design the operational characteristics of the region. It is understood that the IP4 represent true ports in the Amazon region, since the basic means of transport in the region are boats that carry passengers and cargo between the various localities and centers in search and acquisition of general consumer goods. For guidance this study we used the intensive direct observation method of approach, where they performed two techniques: participant observation and interviews with the competent members of the area in order to obtain information relating to cargo, user, lines and tide changes. It is concluded that the idealization of designing a model IP4 to the city of Macapá require a study of the socio-economic and environmental factors along public policies for the transformation of the IP4 in regional development vectors.
