A participação pública em um projeto de lazer no município de Macapá: um estudo sobre o Futlama

Abstract

This study examines leisure in social perspective, explaining it as a cultural phenomenon with reference to their political and public participation. From observations, sporadic, the practices of leisure in the city of Macapa, we sought a larger discussion about the public participation in leisure projects. Why not hear more talk with the same accuracy, a practical leisure Futlama nominated, and if it is of paramount importance as a cultural characteristic representation of Amapa, we investigate more information about the project that seemed to dim with the passage of time. And under questioning about the target audience's participation in the project, began the search. The objective was to identify the influential factors of a participatory public policy that meets the characteristics and interests of society, pointing out some features of leisure and cultural identity of Amapa inhabitants analyze relevant issues effecting leisure in the city, because of their public policies and public participation, a study project focused on leisure, in pursuit of understanding the profile and its applicability in the midst of society. To this end, we analyzed the design of leisure in the city of Macapa, and subsidized in the dialectical method, we carried out interviews with the developers of the project as a research technique, with audio and video recording as a resource for data collection, and considering the literature search and document analysis, was accomplished so the study. In an attempt to explain this theme, the work will unravel in four main points, namely: the concepts of leisure, where we studied the historical aspects and its theoretical and conceptual; culture and their inter-relations, which relate Amapa historical perspective and cultural public policies and popular participation, in which he discussed issues relevant to the applicability of social rights and, finally, there is talk of Futlama, its main characteristics, the influence of physical space and management current project. It turned out that the success of the project is inextricably related to their management, and it takes a critical view to the issues of popular participation, because it depends on the willingness calendar with an understanding of leisure as a social right, human need. And by the way of enlightenment and the claims about the quality of social rights, it is possible a positive interference in its recovery.
