Resumo
The research's theme is teaching work and aims to analyze - based on Historical and Dialectical
Materialism (MHD) - the debate that took place and the educational regulations aimed at the
work of teachers in Basic Education in the midst of the Covid-19 pandemic in Portel-PA
Municipal Education System (SMEP) between the years 2020 and 2022. To this end, the study
revolves around the following research problem: how the debate around teaching work in the
Municipality of Portel, in context of the Covid-19 pandemic, between 2020 and 2022? Based
on this inquiry, other guiding questions are necessary, namely: Which representative social and
governmental entities had a voice in the debates? What were the main interests/guiding
instruments of the debate? What were the main divergent and convergent points in the debate
on teaching work? What regulations were established and what guidelines for teaching work
were consolidated? The approach is qualitative research, using the support of documentary
research and content analysis. As a result, research has shown that, during the pandemic,
debates surrounding teaching work, as well as the production of regulations aimed at the work
of teachers in Basic Education, have been guided by the economic interests of the dominant
bourgeois class, which has the State as its main ally. This time, the State has, through the
production and implementation of educational policies, aimed at teaching work, contributed to
reinforcing the hegemony of the bourgeois class and pari passu caused the precariousness of
work, the intensification of work performance and the illness of teachers of Brazilian Basic
Education, especially in the context of the Covid-19 pandemic. In the pandemic and educational
situation of the Portel-PA Municipal Education System (SMEP), the research points to the
existence of a symbiotic relationship between the production of national educational policies
and those that were established at the local level for teaching work, with strong counterpoints
and necessary acts of resistance from social movements, in the debates that took place within
the scope of the Portel Municipal Education Council (CMEP).
