Resumo
The present work seeks to analyze the public policy of sheltering women in
of domestic and conjugal violence in Macapá/AP. The qualitative research was
developed through bibliographic, documentary and field research. This last one
was structured based on observations at the Crimes Against Women Police Station – DCCM and
in semi-structured interviews with ex-shelters, employees and ex-employees of Casaabrigo Fátima Diniz, with the head delegate of the DCCM and with the secretary of public policies
for women. The interviews were carried out between 2014 and early 2015. The
This work seeks to highlight the contradictions involving the reception of women and the
guarantee of their fundamental rights. When analyzing the norms and prohibitions, routine,
schedule of activities, appearance of the place, the constant surveillance, the secrecy that involves the
shelter and the care and services provided by it, it was found that the shelter
triggers most of the time a feeling of isolation in users, since
that, it tends to curtail the autonomy and freedom of women and children, showing itself in this
incapable of guaranteeing the protection of sheltered women without violating their rights.
