Concepções sobre meio ambiente e desenvolvimento e o seu uso nas políticas ambientais implementadas no Amapá (1995-2010)

Abstract

The dissertation presents the main concepts about environment and development in environmental policies implemented in Amapá the period 1995-2010, thus referring to the time they were deployed: the Sustainable Development Program of Amapá -PDSA and the Productive Amapá . Addresses the issue of public policy development and environment, or seeking the interaction between them, are still negligible, given the potential that has Amapá. Thus, through data collection, literature review of qualitative approach and descriptive and explanatory nature, the results outline that the period analyzed by the dissertation refers to the post-Amapa state governments, being composed, as proposed temporal boundaries for three plans of government: government Action Plan forthe period 1992-1995, which sought the development of the State through the rational use of its potential; Sustainable Development Program (PDSA), which lasted from 1995 to 2002 and featured the term "sustainable development" as a director of the pro-government actions; and the Integrated Development Plan Productive Amapá, from 2003 to 2010 with the idea of stimulating the economy through Local Production. During this investigation reflections on the concepts of development and environment in Amapá public policies for the promotion of regional development were made. It seeks to analyze how development were aligned and the environment. Development plans that have emerged in thi s new context in the state of Amapá, did not consider that in addition to creating mechanisms for environmental protection, such as areas of nature protection, and must consider the social groups and their needs. The guiding questions of this dissertation are: how development policies carried out in the state of Amapá, in the period from 1995 to 2010 -a period that marks the work of two governments and governors from different parties who were reappointed for reelection -incorporated environmental concerns and at the same time, were related to public policies aimed at economic and social development of the state? The framing of Amapá governmental development as well as their integration in practical activities were in line with environmental policies, especially in the assumptions of environmental preservation and conservation? To answer these questions, this dissertation is divided into three chapters. The first highlights some theoretical discussions related to the topic as the conceptions of development, nature, environment, preservation, protection and conservation. The second deals with the institutions of the state of Amapá and regulatory frameworks. The third presents a reading and analysis of government actions during the execution of the PDSA and Amapá Productive programs. Finally, we present the considerations and recommendations
