Resumo
The research which is titled “The Amapá educational evaluation policy and its relationship
with the “quality” of education in the municipality of Santana” has as its main objective to
analyze the Amapá educational evaluation policy and its relationship with the “quality” of
education in the municipality of Santana. This involves the implementation and consolidation
of the evaluation policy executed in all municipalities in the state of Amapá in 2019 to
monitor the learning of Basic Education students, aiming the quality of education. The system
that covers all municipalities in Amapá, including Santana, applies Portuguese Language,
Mathematics and Reading Fluency assessments to students in the second, fifth and ninth years
of elementary school. This study considers the categories of totality, historicity and
dialogicity in order to understand the entirety of the object of study, inserted in a historical
and social context and thus understand the object in its essence and follow the dialectical path,
observing the contradictions of the implemented policy and imposed by the hegemonic
project of capital. Methodologically, this research is characterized by a qualitative approach.
Data collection will take place through interviews with literacy teachers from the Santana
municipal network and complemented by observation during immersion in the field under
study. The main results of this research show us that the public educational and assessment
policies implemented in Brazil and, in this regard, the municipality of Santana, follow
standardized models defended by the logic of capitalism and neoliberalism to guarantee labor
for the market; that international organizations such as the World Bank, OECD, UN,
UNICEF, fulfill their role very well in forwarding these policies to underdeveloped and
developing countries, articulating their marketing ideals; that there is a movement in Brazil
that manages educational and evaluation policies by imposing a new form of governance to
achieve quality in education, developing a privatist policy that begins the dismantling of
public schools; that the State of Amapá and the municipality of Santana also follow this
standard of education management, imposing responsibility for the results and ineffective
teaching on teachers; that the actions of education professionals are controlled and supervised
to ensure compliance with the methodology of this business model of Santanense education;
that SISPAEAP assessments are considered to regulate and control the educational process
and that their results, in themselves, do not represent the quality of education, and are
disconnected from the reality of students in Santana. The quality of education is characterized
by critical, humanized and world-facing training, considering the socioeconomic and cultural
aspects of the Santana Amazon.
