Resumo
This study intends to analyze the management concept that guides the process of preparing
the Municipal Education Plan for the Municipalities of Santana and Mazagão/AP, with a time
frame of 2014-2024. It analyzes the management concept present in the construction of
SMEs, from the perspective of the counter-reform of the State and education from the 90s
onwards, when a process of change in the administrative structure began, under the
supervision of multilateral capital organizations which, as far as with respect to education, it
proposes managerial changes in both the organization and management inspired and based on
private sector management practices. Based on the theoretical findings of several authors, the
study shows, in a preliminary way, that the managerial management model, by appropriating
democratic management instruments, distorts their meaning and puts the construction of
democracy at risk in the sense of preventing the possibility of building a democratic
educational project and a society based on participatory democratic principles considering that
democratic management is a management model that promotes legitimate and effective social
participation, autonomy and decentralization based on the basic principles of democracy.
From this perspective, this study constitutes documentary analysis research under a qualitative
approach supported by the theoretical-methodological contribution of Historical-Dialectical
Materialism that allows an analysis of the conception of managerial management to the
detriment of the democratic management model, considering the categories decentralization,
autonomy and participation. To this end, the research is documentary in which documents that
constitute the construction of SMEs in rural municipalities are analyzed, from the perspective
of discourse analysis. The study already points to the need for public managers to plan and
implement public educational policies committed to the principles of participatory democratic
management and that consider the legitimate demands of society.
