Cidadania feminina: um olhar sobre atuação da Assembleia Legislativa do Amapá

Abstract

This paper presents an analysis of the work of the Legislative Assembly of Amapá (ALAP) in the enactment of laws on female citizenship. It also identifies the types of rights that are being guaranteed for women, based on the demands of the social movements of women in Amapá. Its objectives are to identify laws that deal with women’s rights in the set of laws passed from 1992 to 2016 and to construct a typology for these laws. We thus chose hermeneutics as a method, and the analysis of documents as a research technique. The text is divided into three chapters: The first chapter will deal with the construction of citizenship that we have today, through a historical survey. The second chapter presents the constitution of human rights in its conception in the United Nations - UN, and the moments that were crucial for this done in Brazil and in the world. The third chapter is divided into two parts: 1. Analysis of enacted laws that deal with women from 1992 to 2016, which were classified into four types according to the analysis of the law; 2. Discussion on the agenda of demands of women's social movements in Amapá, so that we can understand the ALAP's performance and the perception of social movements for female citizenship. Through our categorization of laws enacted for women, we understand that ALAP's performance (when viewed from the perspective of the society of Amapá) is ineffective. We conclude that women are not guaranteed an effective exercise of citizenship, because there is a range of rights that are not legislated and those that are, are not fulfilled and become ineffective for citizenship, because they do not contemplate essential demands of society.
