Resumo

This monograph was developed from a reality lived in the daily work of the author with adolescents in conflict with the Law, where she took on the role of Head of the Professional Qualification Center at the Foundation of Children and teenagers of the State of Amapá. In the opportunity as an observer and an active employee in the routine reality of the Center of attendance noticed that many are the probabilities of a teenager who commits an infraction act next in the world of the marginality so the conditions of life of these young people. However, this study brings a reflection on the institutional and systemic practices, possibilities to break these paradigms. In this sense, an organization of studies of a revisional nature of the bibliography of participant observation in which the one once addresses the subject of Institutional Incomplete, allied with the problematic of institutional practices was necessary. The purpose was aimed at analyzing the reality of Amapá, which results from the need to build a planned network aimed at transforming the alarming data of the commitment and recidivism of infractions of the State, which touches on the theme of the Principles of Institutional Incompleteness. The work aimed to provide answers to the problem: How to work the Principles of Institutional incompleteness within the socio-education in the daily reality of Amapá?
