Resumo
This research approaches the National Policy for Integral Education in High School, whose aim
at analyzing the policy developed through the Programa Escola do Novo Saber, regarding
educational opportunities and youth as protagonist. Specific objectives search for: 1) analyzing
and discussing Policy for Integral Education in High School from the axis work and education;
2) understanding how the Policy for Integral Education in High School influences the youth
attendance regarding educational opportunities and youth as protagonist; and 3) verifying with
the egress how education opportunity and youth as protagonist are constituted from the
pedagogical guidelines of the Escola do Novo Saber. To support the debate proposed,
Historical-Dialectical Materialism was the inspiration. Methodology was articulated between
documental and field researches. In the field, the investigation on education phenomena was
searched through qualitative/quantitative approach (Quali/Quanti), applying the questionnaire
as research instrument with open and closed questions to 35 egresses of 2019 and 2020. To
analyze data collection, the content analysis approach was used. Regarding documental
research, legislation which guide the High School reform was analyzed, further documents
issued by private institution which are part of the public-private partnership as well. Theoretical
deepening used bibliographic research, giving the work corpus. Research locus is an integral
state high school localized in Santana, municipality of the State of Amapá, in which the
Program Escola Novo Saber was implemented. This study demonstrates that reforms initiated
by organizations of the capitalist system, with the economic globalization context and the
production restructuration, have influenced the economy, the social, and the policy in a
vertiginous way, bringing implication for education and work. Multilateral organizations,
whose intention is the market, have made single thought solutions for economic and social
matters under the privatization logic and for public-private partnership strengthen. In the
Integral Education Policy there is engendering of program proposal developed, in part, within
the Brazilian educational system, in which some marks are highlighted, such as experimenting
with school time and space organization, whose aim is testing educational formats considered
innovative, suiting to the needs of productive forces of capital and market. Regarding the
modeling Escola do Novo Saber, in the youth attendance, it searches for ensure a learning that
enable developing multiple skills that aggregate values to social and productive dimensions,
and its centrality is the student’s life project, in the youth bias because the young student is the
main responsible by this walking. Furthermore, pedagogical proposal and its guidelines deal
with an education based on flexible learning with pragmatic and managerial characteristics.
Despite the official discourse affirms an innovative and quality education, the modeling was
not attractive for egresses since the integral schedule take opportunities for other performances
from them.
