Resumo
This study aimed to make a case study of the role of the Rural Development Institute of the Amapá (RURAP) in the formulation and implementation of public policies for the development of family agriculture in the State of Amapá, in the 1990s. In this sense , it sought with this study analyze the reports of production of the Amapá Rural Development Institute (RURAP), since these contain data on the agricultural production of the state; the production capacity of families, types of culture and main obstacles faced; understand how the government has the capacity to influence in the state's agricultural development policies; how the expansion of the bureaucracy of the institution during the 1990s contributed to a professionalization and sophistication of technical assistance to agricultural families, and the importance of public investment for rural development. The methodology consisted of serial analysis of institutional production reports, as these constitute as homogeneous sources, which made it possible to measure comparatively the evolution of the food produced throughout the 1990s. It is concluded that the situation of farmers must be constantly reinforced by improving the quality of technical assistance, but for that, there needs to be greater investment by the government
