A dívida pública do Amapá e seus reflexos na gestão pública do estado nos anos de 2014 a 2016

Abstract

The main objective of this article is to analyze the reflexes of the public debt in the State of Amapá, more specifically in public management and to show and clarify for the Amapá society where the values ​​are being applied. For the construction of definitions and better theoretical basis, bibliographic research was carried out in the registers of credit operations that make up the balance of the consolidated debt, in the transparency portal, in the law of access to information, in the law of fiscal responsibility, in the Central Bank of Brazil , in the National Treasury Secretariat, in the Citizen Audit of the Debt and finally in reports by specialists in the field on the subject of Public Debt, with an emphasis on three different aspects to better support this article. After analyzing the information collected, it is observed that in Amapá the construction of the Public Debt is due to loans intended for funding and that this debt reflects negatively on the payroll of the civil service, on the payment of suppliers and on investments in new works or continuity of stopped works. At the end of this article, we list possible solutions that could be analyzed, proven or refuted in future works dealing with the same content, Public Debt.
