A nova lei de licitações (Lei n°14.133/2021): transformações e desafios para o engenheiro civil que atua em obras públicas

Abstract

In April 2021, Federal Law no. 14,133/2021 regarding bidding, replacing Federal Law n.8,666/1993, focusing on the centralization of bidding and combating corruption, thereby revealing the expectation of advances in the contracting process in public works. Considering this new framework of Brazilian legislation, the present work aims to identify the main challenges and transformations for civil engineering professionals working in public works. To carry out this work, a selection of works relevant to this research and a comparative analysis between Laws 8,666/93 and 14,133/21 were carried out, in addition to interviews with professionals who work in the area of public works tenders, which resulted in an analysis of the main challenges to be faced by the civil engineer following the changes in the new legislation.
