Resumo

Discussions about internationalization today, specifically in the Brazilian context, present a set of contradictions, especially regarding the redefinition of the university's functions, as a space for the production of knowledge. This research is proposed within the scope of this debate, which object refers to the Internationalization Policy of the Federal University of Amapá (Unifap1 ), with a time frame from 2013 to 2020. It is a study that dates back to the very origin of this university, located in the Amazon, North Region, which in the last decade has been summoned to put itself in evidence on the international scenario. In this context, the following research problem was constituted: How has the process of internationalization of the Federal University of Amapá been developing, in view of the mechanisms of induction of the federal government regarding the actions of internationalization of Brazilian Federal Institutions of Higher Education (IFES2 )? The objective is to analyze the process of internationalization of the Federal University of Amapá, in view of the mechanisms of induction of the federal government in relation to the actions of internationalization of the Federal Institutions of Higher Education in Brazil. As developments of the study, the following specific objectives are listed: a) to identify the relationship between the internationalization process of Brazilian HEIs and trends in the global scenario; b) verify how the internationalization of HEIs has had repercussions in terms of the implementation of national policies in the northern region; c) analyze the planning, execution and results of Unifap's internationalization policy, showing compliance and resistance. It consists of a qualitative-quantitative study, adopting documentary research, based on Unifap's internationalization policy. The Dialectical Historical Materialism was the theoretical-methodological basis, which presents itself as a social theory, whose basic categories for the development of the study were set in Totality, Contradiction and Mediation, for providing the apprehension of the investigated object beyond its phenomenal appearance. The collection of information was carried out through the use of documents, as sources of evidence, namely: Institutional Development Plan (PDI) 2010-2014, PDI 2015-2019, PDI 2020-2024, Registration Report of International Mobility of the Dean of Cooperation and Inter institutional Relations (Procri), Information from the Unifap website on the page of Procri and the Dean of Research and Graduate Studies (Propespg), Reports of the Graduate Programs of Unifap in the Quadrennial Assessment of the Coordination for the Improvement of Higher Education Personnel - Capes (2017-2020). Regarding the treatment of data, Content Analysis was adopted, according to the steps proposed by Bardin (2016), which involve pre-analysis, exploration of the material, treatment of results, inference and interpretation. It was found that Unifap has been developing its internationalization policy based on three axes, which are: International Academic Mobility, International Inter-institutional Cooperation and Language Policies. These permeate the actions developed by Procri and Propespg. The university has been mobilizing efforts to increase its internationalization actions, according to data highlighted in the latest PDIs, especially in compliance with the requirements of regulatory agents. However, its internationalization policy has the border condition as its basic characteristic, which gives it a perspective of solidary internationalization.
