Abstract

The government's decision to split public servants' incomes in 2017 showed the situation in which the local economy is inserted: the state's excessive economic dependence on the Union. Even though Amapá has a privileged geographic position for foreign trade , with unique characteristics such as the border with the Euro Zone and the lesser proximity between the Port of Santana (between all the states of Brazil), and the European, Chinese and American ports, the same can not obtain better economic indexes. This excessive dependence on the amapaense economy is the problem that encouraged the elaboration of this monograph. Therefore, the general objective of this is to present an alternative solution to this uncomfortable economic dependence through a public policy that encourages and consolidates a culture of entrepreneurship and innovation in the region so that, in the medium and long term, the local economy develops at a level sufficient to provide satisfactory economic independence. The methodology used for the preparation of this monograph is based on the "quantitative-qualitative" method. The analysis of maps, economic data and statistics that prove the economic dependence of the state, the logistics advantage of producing services and products in the region with the intention of exporting them, in addition to the positive impact that similar public policy had on other international economies , are configured as a quantitative part of the methodology. Books, reports, scientific articles, and authors corroborating these understandings, as well as the history of greed of the region by various colonizing empires, as well as the international examples of success of this policy (such as the US, China and the United Kingdom) , are an integral part of the Qualitative analysis
