Estudo de caso: análise das causas de aditivos contratuais em uma obra de grande porte na cidade de Macapá-AP

Abstract

The great recurrence of contractual amendments in public works demonstrates the deficiency in the contracting process and execution of these projects. Thus, the present work has as main objective to analyze the main causes of contractual amendments, of term and value, of a large public work in the city of Macapá-AP. The work methodology made use of a qualitative analysis of the justifications presented by the contractor and contractor for the contractual changes, and in relation to the changes in value, a quantitative analysis of the budget spreadsheets of additions and deletions was also carried out to assess the cost impact of each identified cause. Thus, to support the causes of the amendments defined in the case study, a comparison was made of the results obtained in the work with the main causes found in the literature, through bibliographic research. The results of the work demonstrate that the main motivations for the contractual amendments of term and value were the failures in the elaboration of the basic project, the failure in the financial planning of the public administration and the difficulties related to the location of the enterprise. Regarding the value additions, failures in the preparation of the basic project represented 57,52% of the additional cost of the contract, the failure in financial planning represented 35,96% and the difficulty related to the location of the project represented 6,52% of the cost added.
