Perfil da atuação internacional do estado do Amapá

Abstract

Political, economic and social transformations occurred over the last decades in the international system, brought by the end of the Cold War and the advent of globalization, propitiated the emergence of new actors willing to share the international scene with the National State. Among the new actors are in the subnational entities, instances of power structured below national governments, which has gained increasing autonomy to accomplish international activities due to the decentralization of federal power. To explain this phenomenon, the concept of "paradiplomacy" has arisen that refers to the actions carried out by the subnational governments. The State of Amapá sets up as a paradiplomatic actor and has been seeking the international environment as an alternative to its own development. The purpose of this monograph is to profile the paradiplomatic performance of the State of Amapá, through the analysis of the international actions conducted by the Agency of International Relations of the Amapá Agency, from 2015 to 2017. To this end, were used as conceptual contribution the authors Panayotis Soldatos and Ivo Duchacek, booth considered classical authors of the studies of paradiplomacy, and the book Atuação Global Municipal of the National Confederation of Municipalities, which made an adaptation of the concept to the Brazilian reality. In addition, a data survey of Amapa’s international actions was perfomed through official news, government documents and specialized bibliography. At the end of the research, we conclude that the profile of the paradiplomacia of Amapá has a regional crossborder character and aims, especially, the decentralized technical and financial cooperation and the economic promotion of the state in the international environment
