Paradiplomacia periférica e amazônica: como as fronteiras influenciaram a ação paradiplomática no Amapá e em Roraima entre 1995-2025

Abstract

This monography analyzes the trajectory of the international engagement of the states of Amapá and Roraima from 1995 to 2025. The general objective is to understand how the type of border influenced the institutionalization of cross-border paradiplomacy in these ultra peripheral subnational units. The central hypothesis argues that the nature of the border directly interferes with the action and continuity of the state's international agenda. Methodologically, the research is characterized as a qualitative, descriptive, and exploratory study, based on a literature review and documentary analysis, examining each state administration from 1995 to 2025. The results indicate that, despite historical similarities, the states followed distinct paths: Amapá showed consistent institutional evolution due to its highly formalized border, while Roraima exhibited significant fluctuations due to the historical instability of its triple border.
