O crédito rural na agricultura familiar do Amapá e Ilhas do Pará: uma análise sobre o papel do PRONAF/FNO entre 2015 a 2024.

Abstract

This dissertation analyzes the application of rural credit, via the National Program for Strengthening Family Agriculture (PRONAF) operationalized by the Constitutional Fund for Financing the North (FNO), in the state of Amapá and in five island municipalities of Pará (Afuá, Anajás, Breves, Chaves and Gurupá) from 2015 to 2024. The study starts from the recognition that these territories form an integrated functional region, where economic and social flows transcend state boundaries. The research adopts a mixed methodological approach, with quantitative predominance, based on documentary analysis, official secondary data and semi-structured interviews. The results demonstrate an asymmetric consolidation of PRONAF in the region, marked by expressive growth in the volume of resources, but also by spatial concentration, productive selectivity (with a focus on açaí) and persistence of bureaucratic and land tenure bottlenecks that limit universal access. The analysis confirms the theses derived from Abramovay on the selective granting of credit to crops with a guaranteed market in priority areas, but reveals regional nuances that complicate these theses. It is concluded that, although PRONAF/FNO has been vital for the capitalization of segments of family farming, its potential as an instrument of sustainable and inclusive rural development depends on overcoming internal contradictions, productive diversification and articulation with land and technical assistance policies.
