Políticas públicas de fomento a cadeia do açaí: subvenções estatais e a distribuição de renda em uma dinâmica econômica de fronteira

Abstract

The objective of this work is an investigation on the granting of direct subsidy to the extractive producer - SDPE in the municipality of Mazagão (AP). The National Supply Company - CONAB, is responsible for SDPE, through the Minimum Price Guarantee Policy for Socio-biodiversity Products (PGPM-Bio). It is about ensuring the existential minimum for the Acai Value Chain and other products. The Acai Extractor covered by this program has guarantee of remuneration never inferior to the minimum price, considered as fair by the Federal Government. Whenever the extractivist sells his merchandise at a price lower than the fair price, he receives, through CONAB, the difference between the fair value and the sale price. O objetivo da pesquisa foi dentificar os elementos que explicam a não efetivação da política pública de subvenção, PGPM-Bio, na cadeia de Açaí no Município de Mazagão e, com base nos achados da pesquisa, elaborar instrumentos que sejam capazes de efetivar estes benefícios aos extrativistas. The methodology used was historical-dialectic, with the questionnaire being the medium used for data collection. The research participants were cooperative members of the cooperative of extractive and producers of Mazagão - COOPMAZ. The empirical data reveal a high degree of ignorance of the extractivists and the leaders of the Cooperative. It is concluded that PGPM Bio coexists with a large public not served in the municipality of Mazagão, mainly due to lack of knowledge of the policy, and that the existence of the policy, despite its potential, is ineffective because it does not meet the full needs of its public. Finally, the application "PGPM Bio - Acai" was developed as a product of this research, to be coordinated by COOPMAZ 's management to facilitate the extractivist' s access to PGPM Bio
