Resumo

This paper aims to analyze Brazilian environmental diplomacy under the government of Jair Messias Bolsonaro (2019–2022), understanding it as a period of rupture in relation to previous practices in this area. The study focuses particularly on the Conferences of the Parties COP25, COP26, and COP27, examining how the decisions, speeches, and positions of the Brazilian government, both domestically and in international debates, reflected the institutional weakening of the Ministry of the Environment. Considering Brazil’s strategic importance in combating climate change, the paper evaluates how uncoordinated environmental policies and the increase in deforestation and wildfire rates were perceived by actors in the International System, as well as the consequences of these choices beyond the environment, including the country’s credibility and its capacity for multilateral cooperation.
