Credenciamento para contratação de projetos de arquitetura e engenharia na administração pública: análise documental do modelo da SEINF/AP

Abstract

This research analyzes the accreditation model adopted by the Amapá State Secretariat of Infrastructure (SEINF/AP) for the procurement of architecture and engineering design services, aiming to examine its structure, operation, and relationship with planning, control, governance, and quality parameters in Public Administration. Methodologically, this is an applied study, with a qualitative approach, descriptive-exploratory character, and based on bibliographic and documentary research, developed as a documentary case study centered on SEINF/AP Accreditation Notice No. 001/2024 and its related documents. The results indicate that the model shows relevant, although not homogeneous, adherence to the legal, technical, and governance parameters examined. The analysis revealed a consistent documentary basis, formal mechanisms for organizing the object, qualification criteria, economic references, monitoring instruments, and a minimum flow-control structure, as well as efforts to standardize scopes, formalize registration, organize execution by stages, and produce records capable of reinforcing predictability and traceability. At the same time, dimensions susceptible to further institutional improvement were identified, especially regarding the prospective density of planning, the calibration of qualification and pricing elements, the governance of demand allocation, and the strengthening of technical acceptance criteria for the delivered product. It is concluded that the SEINF/AP accreditation model constitutes a relevant and technically promising institutional experience for the public procurement of design services, but its contribution to administrative efficiency and to the quality of the technical product depends on the robustness of its documentary design and the consistency of its operationalization.
