Segurança e saúde do trabalho: análise de editais e seus anexos em duas obras públicas do Estado do Amapá

Abstract

This undergraduate thesis examines the approach to occupational safety and health based on the normative and contractual analysis of bidding notices and their annexes in public works in the State of Amapá, with a focus on hospital sectors and waterway infrastructure. The study starts from the finding that civil construction remains one of the economic activities with the highest incidence of occupational accidents and, even though it is supported by a robust legal framework—such as the Regulatory Norms (NRs), especially NR-18, and instruments such as the Risk Management Program (PGR)—it still presents significant gaps in the implementation and enforcement of these measures in public contracts. The research adopts a qualitative methodology, with comparative documentary analysis of bidding notices and their annexes, and a literature review on risk management practices, prevention policies, social security obligations, audits, training, and the acquisition of personal protective equipment. Among the main results, it is observed that, despite the formal mention of technical standards, there is a high frequency of generic clauses and the omission of provisions that detail mechanisms for auditing, systematic monitoring, integration of preventive programs, and accountability of contractors in the event of an accident or non-compliance.
