Planejamento e gestão de obra hospitalar pública na Amazônia: desafios e soluções técnicas da construção do Hospital Universitário da Universidade Federal do Amapá

Abstract

Healthcare Facilities (HCFs) are essential locations for the provision of health services, contributing to the promotion of well-being and quality of life. This work presents a study of the construction of the University Hospital of the Federal University of Amapá (HU-UNIFAP), in the city of Macapá/AP. This qualitative study encompassed the planning period (2014–2016) and the construction phase (2017–2023), utilizing documents, technical records, interviews with professionals involved, and a technical site visit. The primary objective was to identify the key aspects observed during the construction of a public hospital unit. This research is qualitative, exploratory, and descriptive, with a single case study, and data were analyzed through thematic analysis. The findings highlighted the importance of planning by those involved, both UNIFAP, as the contracting and supervising entity, and the contractors. In addition, the interviews revealed challenges regarding: (a) logistics of material delivery and supply, as well as planning and mitigation strategies; (b) special building installations required in the hospital context and the innovation applied to meet them; (c) compatibility and integration of the multidisciplinary technical team; and (d) workforce training. These aspects reinforce the need for planning and risk mitigation in highly complex public works, especially in the Amazon region. The research proves relevant in providing guidance for risk anticipation and for improving practices in highly complex public works, especially in the Amazon region.
