Educação na política externa brasileira: recepção de estudantes estrangeiros no Brasil através do PEC-G

Abstract

In order to analyze the relation between the Student Agreement Program and the Brazilian Foreign Policy, this article considered important, at first, to investigate the history of the internationalization of higher education in Brazil. We aimed to explain, in the sequence, how the University Cooperation for Development is configured, and the Brazilian performance in this context. Characteristics of the Brazilian Foreign Policy were pointed out, and the SouthSouth Cooperation strategy; the concept of Educational Diplomacy; and non-traditional instruments of international insertion, such as education and culture, were highlighted in this section. In addition, the research used the concept of Soft Power. Finally, the article turned its attention to the history and dynamics of the Student Agreement Program to, then, consider the limits and possibilities of Brazil in terms of insertion in the international sphere through this program
